Hong Kong (CNN) As United States President-elect Joe Biden faces an ugly, potentially contested transition, foreign policy may be the last thing on his mind. But in capitals around the world, foreign leaders are already clamoring for his attention, hoping to reset relationships and restore norms that shifted under President Donald Trump. Nowhere will there be greater opportunity for a shift than in the US-China relationship, which has deteriorated to historic lows during Trump's term in office. Over the past four years, both sides have slapped the other with trade tariffs, restricted access for tech companies, journalists and diplomats, shuttered consulates, and squared off militarily in the South China Sea.

EU foreign policy chief Federica Mogherini says the bloc is not in a trade war with anyone but would defend its interests, hours after the US slapped punishing metals tariffs on Europe and other close allies. SOUNDBITE
The European Commission proposes a three-year delay on tariffs on electric vehicles that are sold to, or imported from, Britain that was due to apply from January. The commission, the EU's executive arm, says it decided a one-off extension after the automotive industry raised concerns about the massive costs that would arise from a post-Brexit 10-percent tariff. The United States will announce "sweeping" new sanctions against Russia a year after President Vladimir Putin ordered the ongoing invasion of Ukraine, the White House says. "The United States will implement sweeping sanctions against key sectors that generate revenue for Putin," Press Secretary Karine Jean-Pierre tells reporters on the eve of the anniversary of the war's start. The World Trade Organization on Wednesday dramatically lowered its global trade forecast for 2023, as Russia's war in Ukraine and other shocks take their toll on the world economy. 'Today the global economy faces multi-prong crises. Monetary tightening is weighing on growth across much of the world,' WTO Director-General Ngozi Okonjo-Iweala told reporters in Geneva. SOUNDBITE
