It's looking like a tight squeeze getting 28 European nations to agree on a deal to send refugees and migrants back to Turkey. In Brussels, nations were still divided between those willing to swap new arrivals for bona fide asylum seekers in Turkey, and those who worry it'll mean an open-ended commitment to take yet more Syrians. With Erdogan cracking down on dissent and waging war against Syrian Kurds who are fighting Isis, is the EU empowering Erdogan when it should be giving him a wide berth?
