Europe's soft targets: What response to the Brussels attacks? (part 1)

Description

After news of a fourth Brussels bomber on the run, the head of European intelligence claims that there are an estimated 5,000 radicals worth monitoring. Clearly there's an intelligence gathering failure. Then there's intelligence sharing: at EU headquarters, interior and justice ministers from 28 nations are meeting with the usual big announcements expected, but are they really working together? Can they finally agree on common rules and common values in this fight?
