The Seattle Seahawks exploited the NFL CBA successfully, and now more teams are doing the same. Last weekend, the Chicago Bears traded 2 first-round picks to the Oakland Raiders. These moves were overshadowed by the Los Angeles Rams' trade for wide receiver Brandin Cooks, Aqib Talib and Marcus Peters. Teams used to have a pool of money to sign their rookies with. But in 2011, the CBL created the rookie wage scale, which designated money for all draft picks. But the Seahawks capitalized on it and won the Super Bowl.
