Vice-President Schinas told Euronews that EU governments and the European Parliament will fast-track the approval in time for the summer season.
The European Commission wants to improve the management of the external borders and also strengthen cooperation among Schengen states.
The move comes ahead of a full launch on July 1 of the scheme to facilitate pan-EU travel. The pass verifies COVID-19 status through vaccination, a recent negative test result, or proof of recovery from the virus.
The recommendation comes as the bloc prepares to roll out its first EU-wide travel pass.
