Despite high numbers of cases, Europe cautiously starts lifting Covid-19 restrictions

Description

Several countries in Europe have started easing coronavirus restrictions, even though numbers of daily infections remain high. In Italy, restaurants, bars and cinemas are being partially reopened, as the parliament is set to start debating a major coronavirus recovery bill.  The €221 billion investment and reform plan will mostly be financed by a special EU fund. Meanwhile, with tourism still at a standstill, one tour guide says she's been living off unemployment benefits and her personal savings for more than a year now, having worked just 16 days in total since March of 2020.
