Ukraine's foreign minister warns European Union leaders that if they fail to agree to open membership talks with Kyiv at their summit this week it will have "devastating consequences". SOUNDBITE
"About the NATO membership, we have to take it calmly and we have to wait for the elections in Turkey to take place" says Finnish President Sauli Niinisto. The comment comes after the Finnish Minister of Foreign Affairs Pekka Haavisto announced Finland has to consider joining NATO without Sweden, whose bid appears to grind to a halt after Ankara blasted Stockholm over anti-Turkey protests. The United States vetoes a Security Council vote on a Palestinian bid for full United Nations membership. The draft resolution, which was introduced by Algeria and "recommends to the General Assembly that the State of Palestine be admitted to membership of the United Nations," received 12 votes in favor, two abstentions and one against. Ukrainian president Volodymyr Zelensky arrives for a speech at the World Economic Forum, which he is attending in person for the first time in an effort to maintain military support from Kyiv's allies after nearly two years of war with Russia. Hungary's Prime Minister Viktor Orban arrives at a crunch EU summit threatening to veto a massive aid package and a start to membership talks for Ukraine. Hungarian President Viktor Orban "has no reason to block Ukrainian membership in the European Union," Ukrainian President Volodymyr Zelensky says on the eve of an EU summit where the issue was to be discussed. "I asked him to tell me one reason why. Not three, not five, not 10. Tell me one reason," Zelensky says of his talks with Orban. "I'm waiting for (an) answer," he tells reporters in Oslo where he is meeting with five Nordic leaders. SOUNDBITE
