"When there is a tradition of inevitable punishment of aggression, then there will be a tradition of guaranteed non-repetition of aggression," he tells diplomats and officials at the International Criminal Court in The Hague, which has issued an arrest warrant for Russia's Vladimir Putin over a war crime charge.
