"The war is going to have dramatic consequences for the world," said the EU's foreign affairs chief Josep Borrell.
Up to 181 million people, mostly in third-world countries, might experience hunger or outright famine this year.
Ukraine, an agricultural powerhouse, was projected to provide around 12 percent of the world's exported wheat this year and more than 16 percent of its corn. But that was before Russia invaded. Since then, the war has disrupted farming and this year's harvest will be much reduced. But the most immediate problem is how to get last year's bumper crop out of the country.
Amid a growing food crisis sparked by disrupted grain exports from Ukraine and Russia, the EU's ambassador to Ukraine Matti Maasikas told FRANCE 24 that exports by land more than doubled between April and May, from 600,000 tonnes to 1.5 million tonnes.
Turkey's foreign minister said on Wednesday a United Nations plan to ease a global food crisis by restarting Ukrainian grain exports along a sea corridor was "reasonable", and requires more talks with Moscow and Kyiv to ensure ships' safety. FRANCE 24's Jasper Mortimer reports from Ankara, Turkey.
