NATO chief says 'cautious optimism' over Ukraine crisis

NATO chief Jens Stoltenberg said Tuesday indications from Russia it was willing to pursue diplomacy over the Ukraine crisis were positive, but there was no evidence yet of Moscow pulling back troops from the border.
