Fighting terrorism: Does Europe have a plan?

EU foreign and interior ministers have been holding emergency meetings in the wake of the Paris attacks and the recent dismantling of a jihadist cell in Belgium. EU learders will discuss a 5-point anti-terrorist plan at a summit on February 12th. Meanwhile, MEPs are under pressure to drop their opposition to an EU-wide database of airline passenger records, known as the PNR. How should Europe respond to the growing threat of radical Islamism?
