Robert Bates, a 73-year-old volunteer police officer who killed an unarmed man on April 2 in Tulsa, Oklahoma by mistakenly firing his gun instead of his taser, had for years been donating items to Tulsa police. Bates, an insurance executive, became a deputy officer in 2008. Police records show a number of donations he made between 2009 and 2012 to the Tulsa police department, but more donations were probably also made before 2008.
