Dutch offshore wind farm possible model for French project

Description

Although France has the second largest coastline in Europe, it does not yet have any offshore wind farms. Six projects are in progress, and a call for tenders is underway for a seventh, off Dunkirk (north), which is to become the largest of the seven.
