A damning Justice Department report cites "major failures" by Texas police who waited until 21 people had been killed by a mass shooter at a school before finally intervening. Nineteen young children and two teachers were killed when a teenage gunman went on a rampage at Robb Elementary School in May 2022 in America's worst school shooting in a decade. In the wake of Saturday's fatal knife attack in Paris, French Interior Minister Gerald Darmanin has come out in favour of "psychiatric care orders that could be granted to police prefects" for "a those involved in radical Islam and who suffer from mental illness. A German tourist was fatally stabbed cloes to the Eiffel tower on Saturday and two other people wounded in the attack. The attacker was a Frenchman in his mid-20s born to a non-religious Iranian family but who had already done prison time for planning an attack and was known to the authorities as an Islamist radical with mental issues. People In Russia's former imperial capital, Saint Petersburg, gather in the streets to protest against president Vladimir Putin's decree on a partial military mobilisation in the country, with Russian police arresting a few of the demonstrators. Defence Minister Sergei Shoigu said that Russia would initially mobilise some 300,000 reservists, after Putin warned in a televised address Russia would use all available military means in Ukraine.
