Azerbaijan President Ilham Aliyev announces a unilateral ceasefire with Armenian-backed troops over the breakaway region of Nagorno-Karabakh, but accuses Armenia of violating international law in the fighting and says his country will strengthen its army. Rough Cut (no reporter narration)
