At least 23 people have been killed in the crash of a TransAsia Airways plane in Taipei, which went down in a river shortly after take-off. Rob Muir reports.

According to preliminary information, all 10 people on board died, including three crew members, Russian authorities said. Russia's aviation agency later said the Wagner chief was on board the plane.
