South Sudan botches rebel chief's return

Description

Rebel leader Riek Machar's long-awaited return to the capital of South Sudan has been delayed, his spokesman says, citing "logistical reasons". The return of Riek Machar, who left Juba at the start of the civil war in December 2013, is one of the conditions of the peace deal signed in August 2015.
