    According to a report by Reuters, on Wednesday, NATO's top official blamed Russia for breaching a landmark nuclear arms treaty that the US is talking about quitting, but said that he did not believe the Russian threat would lead to new US missiles being deployed in Europe. NATO Secretary-General Jens Stoltenberg said that Russia had violated the treaty by developing the SSC-8, a land-based, intermediate-range Cruise missile which also has the name of Novator 9M729.
