Addressing the press outside 10 Downing Street, outgoing British Prime Boris Johnson says he has "fulfilled his function" as Prime Minister, comparing himself to "one of the those booster rockets" "splashing down invisibly in some obscure, remote corner of the Pacific", despite rumours of him plotting a political comeback. Johnson, who was forced to quit after losing the support of dozens of his ministers, will jet off to northeast Scotland to formally tender his resignation to Queen Elizabeth II.
