Madrid, Dec 11 (EFE) .- The Secretary-General of the United Nations, Antonio Guterres, said Tuesday that "we still are in time to make this COP25 very relevant," but that to achieve this, regulation of the carbon markets is essential - Article 6 of the Paris Agreement - and that the most polluting countries must commit to a greater reduction of their emissions.
