Business Insider reports that as a whole, EU leaders and even Israel and Turkey have congratulated Biden. Only Russia's Vladimir Putin, China's Xi Xing Ping, Mexican President Andrés Manuel López Obrador, and Brazil's Jair Bolsonaro have yet to join in.
