Twelve days after the Commission unveiled its plans to impose a phased embargo on Russian oil, negotiations are still dragging on. Hungary is now being accused of keeping the sanction package "hostage".
Hungary warned on Wednesday that it cannot support the proposed EU ban on Russian oil in its current form as it would "completely destroy" its energy supply security. FRANCE 24's Florence La Bruyère reports from Budapest, Hungary.
The EU ban will not be completed until the end of the year, so its economic effects are still unclear.
EU leaders back a ban on most Russian oil imports, after a compromise deal with Hungary to punish Moscow for the war in Ukraine. "It's important to show that we are able to be strong ... that we are able to be tough in order to defend our values, to defend our interests," says President of the European Council Charles Michel.
EU leaders were hoping Monday to persuade Prime Minister Viktor Orban to back a watered-down oil embargo against Russia after a month of haggling over a blocked sanctions package. But the Hungarian leader, who has demanded an exemption from the ban and guarantees for his country's energy supply, warned on arrival at the EU summit that no compromise had yet been reached.
