Ukraine's top diplomat calls for the UN Security Council to convene an emergency meeting following the partial destruction of the strategically important Russian-held Kakhovka dam in southern Ukraine. "Ukraine calls an emergency meeting of the United Nations Security Council and brings the issue of the Russian terrorist act to the International Atomic Energy Agency's Board of Governors," Foreign Minister Dmytro Kuleba says in a statement. Ukraine's ambassador to the United Nations denounces Russia as a "terrorist state" during an urgent General Assembly meeting to discuss Moscow's annexation of four Ukrainian regions. "Russia has proven once again, that this is a terrorist state that must be deterred in the strongest possible ways," says Sergiy Kyslytsya, speaking after Russia launched a deadly barrage of missile strikes at cities across Ukraine. "I can confirm that the United States provided Ukraine with long-range ATACMs at the President's direction," US State Department spokesman Vedant Patel tells reporters. Biden "quietly directed his national security team to send ATACMs to Ukraine for use inside Ukrainian sovereign territory in February. Ukrainian President Volodymyr Zelensky calls for Western countries to accelerate deliveries of promised air defence systems and fighter jets, on the eve of the second anniversary of Russia's invasion. Zelensky is speaking alongside Danish Prime Minister Mette Frederiksen, as Western leaders descend on the country in a show of support for Kyiv as the war enters its third year. SOUNDBITE
