Tropical storm Fiona strengthens and hurricane warnings issued

Description

One man was killed in Guadeloupe after heavy rains caused by tropical storm Fiona burst the banks of a local river and swept away his house. Fiona is now heading to the Dominican Republic and Puerto Rico where hurricane warnings are in place.
