Entrepreneur and socialite Paris Hilton joins US House representatives outside Congress as they propose legislation aimed at protecting children placed in congregate-care facilities -- fully supervised, 24-hour behavioral treatment centers aimed at reforming "troubled teens" through "tough love" -- an industry that many consider abusive and that often operates for-profit.
