British Prime Minister Keir Starmer offers a state apology for the Grenfell Tower fire disaster that killed 72 people in 2017, as the release of a final report found the deaths were avoidable. Britain says it will suspend 30 out of 350 arms exports licences to Israel, citing a "clear risk" they could be used in a serious breach of international humanitarian law.
