US Secretary of State Antony Blinken announces in Kyiv a further $2 billion in military aid for Ukrainian forces holding back Russian onslaughts at several points across the sprawling front. The announcement comes at a press conference with Ukrainian Foreign Minister Dmytro Kuleba weeks after Washington approved a $61 billion package of aid for the country following months of delays in Congress. NATO chief Jens Stoltenberg says it is "not too late" for Ukraine to win the war, promising President Volodymyr Zelensky that more support is on the way to Kyiv as Russian forces advance. "Ukraine has been outgunned for months, forced to ration its ammunition... But it's not too late for Ukraine to prevail," the NATO secretary general says at a press conference with Zelensky. A hospital in the Ukrainian capital Kyiv is evacuating its patients and staff over fears of Russian strikes following claims by Belarus's secret services that it, along with another medical facility, hosted military personnel. "The city is urgently beginning to evacuate two hospitals... because a video is widely circulated online, actually de facto announcing an enemy attack on these medical facilities," Kyiv's city administration said. EU foreign affairs chief Josep Borrell says that Russian President Vladimir Putin's electoral victory was "based on repression and intimidation". Speaking as he arrives for a meeting of EU foreign ministers in Brussels, Borrell says "this has not been a free and fair election," but a vote held in a "highly restrictive environment." SOUNDBITE
