Heavy snowfall in Saint-Etienne and bad weather in neighbouring dapartements (Drôme, Isère and Ardèche) have caused major power cuts across the region, resulting in a loss of electricity for some 140,000 households. Rail and road networks have also been disrupted. IMAGES
