Le PDG d'origine russe du réseau social Telegram, Pavel Durov, a été arrêté fin août en France et mis en examen dans la foulée. Le parquet de Paris a déclaré que Telegram est présent « dans de multiples dossiers portant sur différentes infractions ». Par ailleurs, le réseau social ne répond pas aux requêtes des autorités. Ce qui en fait une plateforme privilégiée pour les criminels. Telegram est même « devenu » une place de marché pour les malfaiteurs et hackers en tout genre.
