The White House sends its condolences to the victims of a "terrible" shooting at a concert hall in the Russian capital Moscow. The United States announces an "emergency package of security assistance of $300 million" to Ukraine. Ukrainian President Volodymyr Zelensky has never asked for Western troops to fight Russia's invasion, the White House says after French President Emmanuel Macron said he would not rule out the idea. "President Zelensky isn't asking for that, he's just asking for the tools and capabilities. Ukraine's embattled frontline town of Avdiivka is in danger of being captured by Russian forces, the White House says, urging the US House to pass vital military aid for Kyiv. The White House confirms that a national security threat raised by US lawmakers involves Russia developing an anti-satellite weapon. "I can confirm that it is related to an anti-satellite capability that Russia developing," National Security Council spokesperson John Kirby tells reporters, adding however that there was "no immediate threat to anyone's safety."
