Ukraine suffered sweeping blackouts and water supplies were cut to large parts of Kyiv on Monday after another wave of Russian missile strikes on key infrastructure. The Ukrainian army's commander in chief, Valeriy Zaluzhnyi, said on Telegram that Russia had launched 55 cruise missiles and dozens of other munitions at "civilian targets" across the country, days after Russia blamed Ukraine for drone attacks on its fleet in the Black Sea.
"I am astonished by the complacency" says Rafael Mariano Grossi, the head of the International Atomic Energy Agency, as the Zaporizhzhia nuclear power plant -- Europe's largest -- is left running on emergency power "for the sixth time" after a wave of Russian strikes across Ukraine. Speaking in Vienna to the IAEA's board of governors, Grossi warns "if we allow this to continue time after time, one day our luck will run out."
Ukrainian President Volodymyr Zelensky says most regions are without power in freezing temperatures following a barrage of Russian missile attacks all over the country. "As of this evening, there are power outages in most regions of Ukraine," he said.
Millions face the freezing Ukrainian winter without power following waves of Russian strikes on energy infrastructure. Dozens of countries have pledged €1bn in aid.
