NATO chief Jens Stoltenberg says Russia was striking Ukraine's infrastructure to make up for battlefield losses by its troops. "I think what we saw yesterday is actually a sign of weakness, because the reality is that they are not able to make progress on the battlefield. The NATO leaders meeting in Madrid is set to label Russia a direct menace to their security as they overhaul the alliance's defences in response to the war on Ukraine, NATO chief Jens Stoltenberg says. SOUNDBITE
The United States says it stands firmly behind Lithuania and NATO commitments to defend it after Russia warned the EU member country over restrictions on rail transit. "We stand by our NATO allies and we stand by Lithuania," State Department spokesman Ned Price tells reporters. SOUNDBITE
