    Business Insider reports that Google was fined $1.7 billion by the European Union for its third breach of EU antitrust rules in three years. European Competition Commissioner Margrethe Vestager discussed the fine. She said the latest fine was for "illegal practices in search advertising brokering to cement its dominant market position." Shares of Facebook Inc (FB.O) jumped 2.7 percent after the social media giant said margins would stop shrinking after 2019 as costs from scandals ease.
